
Background
In April 2008, the Environmental Protection Department of Hong Kong SAR (EPD) launched the Cleaner Production Partnership Programme (the Programme) in collaboration with the Economic and Information Commission of Guangdong Province to encourage and facilitate Hong Kong-owned factories in Guangdong and Hong Kong to adopt cleaner production (CP) technologies and practices, thereby contributing to improving the environment. In the light of the environmental benefits brought by the Programme, the EPD has extended the Programme until 31 March 2020 with a funding of $150 million. Hong Kong Productivity Council (HKPC) continues to be the implementation agent for the Programme and acts as the Secretariat for operation of the Programme.

The Programme aims to encourage and facilitate Hong Kong-owned factories in Hong Kong / Guangdong to adopt Cleaner Production (CP) technologies and practices. They could make positive contribution to a cleaner environment by reducing emissions
• Minimize Air Pollutant Emissions
• Improve Energy Efficiency
• Reduce and Control Effluent Discharge
• Reduce Production Cost
Targeted Industries
The programme targets at industry sectors which -
a. involve production processes resulting in substantial emission of air pollutants;
b. use large quantities of potentially environmentally damaging chemicals or materials;
c. consume large quantities of fuel and energy; and
d. have a good potential for achieving environmental improvement.
Priority for funding support will be given to companies with factories belonging to any of the following eight targeted industries:

To provide funding support to factories for assessing their rooms for improvement in energy efficiency and emission reduction
|
To provide funding support to factories for demonstrating the effectiveness of CP technologies through installation of new equipment or modification of production processes

To provide funding support to trade and industry associations in Hong Kong to carry out trade-specific promotion and publicity activities for promoting wider adoption of CP technologies
